ADVERTISEMENT FOR BIDS GENERAL SEALED BIDS

Sealed bids for construction of FY 2009 CDBG Sanitary Sewer Rehabilitation will be received until 3 PM on October 6, 2010, at the City of Millen at 919 College Avenue P.O. Box 929, Millen, Georgia 30442 (Attn.: Lamar Faircloth) at which time and place they will be publicly opened and read. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days.

SCOPE OF WORK

The work shall consist of furnishing all products and equipment and performing all labor necessary to perform the following: Sanitary sewerage system rehabilitation including, but not limited to, replacing of 6" Clay sewer mains with approximately 3,988 L.F. of 8" HDPE pipe and 1,727 L.F. of 10" HDPE pipe by the pipe burst method. The sewer rehabilitation will also consist of installing 150 L.F. of 10" PVC pipe and 50 L.F. of 10" Ductile Iron pipe by the dig and replace method, manhole installation and rehabilitation, service lateral installation and connection to house and sewer main, pavement replacements, soil erosion and sediment control, grassing and appurtenances. Included in the scope of the project will be the installation of 877 L.F. of 6" PVC water main, 139 LF 10" PVC, fire hydrants, connection to existing system and appurtenances. Longside service laterals will be reconnected to the new 6" PVC water main by freebore installation.

Time allotted for completion of work is one hundred eighty (180) calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract.

PLANS, SPECIFICATIONS AND

CONTRACT DOCUMENTS

CONTRACTOR LICENSE

Any Contractor performing the scope of work must have a license or employ a subcontractor who is licensed by the State of Georgia as a “Utility Contractor” and must also employ a “Utility Manager” certification holder who will have oversight of all the work. See Instructions to Bidders for additional bidding requirements.

BONDS

Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.

Owner reserves the right to reject any or all Bids and to waive informalities, including without limitation, the rights to reject any or all nonconforming, non-responsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.

FUNDING SOURCES

Funding is to be provided by the Community Development Block Grant Program which is administered by the Georgia Department of Community Affairs. All Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to insure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, as applicable to the area of the project.
