ADVERTISEMENT FOR BIDS
PART 1.GENERAL
1.1SEALED BIDS
Sealed bids for construction of Daniel
Street Sewer Improvements will be
received until August 23rd 2018, 3 PM at
the City of Millen at 919 College Avenue,
Millen, Georgia 30442 at which time and
place they will be publicly opened and
read. Bids may also be mailed to PO
Box 929, Millen, Georgia 30442 Any
bid received after said time and date
will not be considered by the Owner. No
bid may be withdrawn after the closing
time for the receipt of bids for a period
of sixty (60) days.
1.2 SCOPE OF WORK
The work shall consist of furnishing all
products and equipment and performing all labor necessary to perform the
following:
Sanitary sewerage system rehabilitation
including, but not limited to, replacement
clay sewer mains with approximately
1,272 LF of 10 inch PVC sewer mains
using the pipe burst method and installation of 1,700 LF of 10 inch PVC
sewer mains using the dig and replace
method. The project will also consist of
installation of new PVC sewer laterials,
new manholes, manhole rehabilitation,
pavement replacement, sediment control, and grassing.
Time allotted for completion of work
is one hundred eighty (180) calendar
days. All Work shall be completed in
accordance with the plans and specifications. The Work will be awarded in one
(1) Contract.

The Scope of Work as described herein
is defined as “utility contracting” in accordance with O.C.G.A 43-14-2(17) so
the Contractor performing the work
must provide proof of a valid license
by the State of Georgia as a “Utility
Contractor” and must also employ a
“Utility Manager” certification holder
who will have oversight of all the work.
See Instruction to Bidders for additional
bidding requirements.
1.5 BONDS
Bids shall be accompanied by a bid bond
or certified cashier’s check in an amount
not less than 10% of the base bid. All
bonds shall be by a surety company
licensed in Georgia with an “A” minimum
rating of performance and a financial
strength of at least five (5) times the
contract price as listed in the most current publication of “Best’s Key Rating
Guide Property Liability”. Performance
and Payment Bonds, each in an amount
equal to 100% of the contract price shall
be required of the successful bidder if
contract is awarded. Each Bond shall be
accompanied by a “Power of Attorney”
authorizing the attorney-in-fact to bind
the surety and certified to include the
date of the bond.
1.6 FUNDING SOURCES
Funding is to be provided by the City of
Millen and the Georgia Environmental
Finance Authority. All Bidders must
comply with 41 CFR 60-4, in regard to
affirmative action, to insure equal opportunity to females and minorities and
will apply the timetables and goals set
forth in 41 CFR 60-4, as applicable to
the area of the project.
1.7 RESERVATION OF RIGHTS
Owner reserves the right to reject any
or all Bids and to waive informalities,
including without limitation, the rights
to reject any or all nonconforming, nonresponsive, unbalanced or conditional
Bids and to reject the Bid of any Bidder
if Owner believes that it would not be
in the best interest of the Project to
make an award to that Bidder, whether
because the Bid is not responsive or
the Bidder is unqualified or of doubtful
financial ability or fails to meet any other
pertinent standard or criteria established

by the Owner.
1.8 E-VERIFY
Contractor shall comply with E-Verify
regulations.

1.2 SCOPE OF WORK
The work shall consist of furnishing all
products and equipment and performing all labor necessary to perform the
following:
Culvert removal and replacement, including removal of (2) 46 LF (92 LF total)
of 90” pipe arch CMP’s and replacement with (4) 46 LF (184 LF total) of 5’
(width) x 6’ (height) box culverts and two
wingwalls with concrete aprons, along
with associated asphalt cut and patch,
rip-rap, grading, and grassing.
Time allotted for completion of work is
sixty (60) calendar days. All Work shall
be completed in accordance with the
plans and specifications. The Work will
be awarded in one (1) Contract.

Because of a default under the terms of
the Security Deed executed by Herbert
F. Noble to Wells Fargo Bank, N.A.
dated October 27, 2004, and recorded
in Deed Book 5K, Page 116, Jenkins
County Records, securing a Note in the
original principal amount of $46,152.00,
the holder thereof pursuant to said Deed
and Note thereby secured has declared
the entire amount of said indebtedness
due and payable and, pursuant to the
power of sale contained in said Deed,
will on the first Tuesday, September 4,
2018, during the legal hours of sale, before the Courthouse door in said County,

JENKINS COUNTY
NOTICE TO THE PUBLIC is hereby
given that on August 21, 2018, at 9:00
a.m., in the Superior Court of Jenkins
County, in the Courtroom of the Millen
Municipal Building (Millen City Hall) at
919 College Avenue, Millen, Georgia
30442, a hearing will be held in the case
of the State of Georgia v. Jenkins County
School District, on the petition to validate
the issuance of general obligation debt of
the Jenkins County School District (the
“School District”) in a principal amount
not to exceed $3,000,000 (the “Bonds”).
The Bonds are to be issued pursuant
to authorization given by the voters of
Jenkins County voting in an election
held on May 22, 2018, on the question of
whether or not to impose a one percent
sales and use tax for educational purposes for a period of time not to exceed
20 consecutive calendar quarters and for
the raising of not more than $4,000,000
for the financing of the acquisition,
construction, and equipping of certain
capital outlay projects of the School
District. The approval by the voters also
constituted approval of the issuance of
the Bonds for the purpose of financing
the cost of such capital outlay projects
and the payment of capitalized interest
on such debt. At said hearing, all persons
having a right to be heard with respect
to the Bonds and the validation thereof
and all other issues to be presented to
the court in accordance with the petition
filed may be heard.
