Summary

This proposal prohibits the General Assembly from increasing the maximum marginal state income tax rate above the rate in effect on January 1, 2015. It adds a new Paragraph IV to Article VII, Section III of the Georgia Constitution.

A copy of this entire proposed constitutional amendment is on file in the office of the judge of the probate court and is available for public inspection.

Adding reckless driving penalties or fees to the brain and spinal injury trust fund.

House Resolution No. 1183

( ) NO Shall the Constitution of Georgia be amended to allow additional reckless driving penalties or fees to be added to the Brain and Spinal Injury Trust Fund to pay for care and rehabilitative services for Georgia citizens who have survived neurotrauma with head or spinal cord injuries?”

Summary

This proposal authorizes the General Assembly to provide by law for the imposition of additional penalties or fees for the offense of reckless driving and to provide for the allocation of such additional penalties or fees to the Brain and Spinal Injury Trust Fund, for the specified purpose of meeting any and all costs, or any portion of the costs, of providing care and rehabilitative services to citizens of this state who have survived neurotrauma with head or spinal cord injuries. It amends Paragraph VI (k) of Article III, Section IX of the Georgia Constitution.

SUMMARY OF PROPOSED STATE-WIDE REFERENDUM

QUESTION

Pursuant to Code Section 21-2-4 of the O. C. G. A., the Secretary of State is authorized to include with the summaries of proposed constitutional amendments a summary of any state-wide referendum question to be voted on at the same general election:

Allows property owned by the University System of Georgia and operated by providers of student housing and other facilities to remain exempt from taxation.

Summary

This Act provides for an ad valorem tax exemption for private interests in property of the Board of Regents of the University System of Georgia that is operated by a private party and further provides that such arrangements shall not constitute special franchises for purposes of ad valorem taxation.

If approved by a majority of the voters, the tax exemption provided by the Act becomes effective January 1, 2015, and applies to all tax years beginning on or after that date.

gpn9 105A STATE OF GEORGIA COUNTY OF JENKINS NOTICE OF GENERAL/SPECIAL ELECTION The General/Special Election will be held in Jenkins County, Georgia, on Tuesday, November 4, 2014.

To be eligible to vote in this election you must have been registered to vote by Monday, October 6, 2014.

On Election Day, all of the Jenkins County Polling places will be open. The Polls will open at 7:00 a.m. and close at 7:00 p.m.

Advanced (Absentee by Mail) Voting began on Friday, September 19, 2014.

Advanced (Absentee In-Person) Voting began on Monday, October 13, 2014, from 8:30 a.m. until 5:00 p.m., in the Jenkins County Courthouse/ Jenkins County Registrar’s Office, 611 East Winthrope Avenue, Millen, Georgia, 30442. The last day to vote Advanced Absentee In-Person will be Friday, October 31, 2014 at 5 p.m.

On Saturday, October 25, 2014 advanced voting will take place from 9:00 a.m. through 4:00 p.m., at the Jenkins County Courthouse/Jenkins County Registrar’s

Office, 611 East Winthrope Avenue, Millen, Georgia, 30442.

In the case of a state and/ or local General/Special Election Run-off, the run- off will be held on Tuesday, December 2, 2014. In the case of a Federal General Election Run-off, the run-off will be held on Tuesday, January 6, 2015.

PART 1. GENERAL 1.1 SEALED BIDS Sealed bids for construction of the Railroad and Tarver Paving Project will be received until 3 PM, October 30, 2014 at the City of Millen at 919 College Avenue, Millen, Georgia 30442 at which time and place they will be publicly opened and read. Any bid received after said time and date will not be considered by the Owner. No bid may be withdrawn after the closing time for the receipt of bids for a period of thirty (30) days.

SCOPE OF WORK The work

shall consist of furnishing all products and equipment and performing all labor necessary to perform the following: The work to be done shall consist of providing all materials and performing all labor necessary to resurface approximately 0.5 miles of City roads with asphalt. Contractor shall provide tack coats, surface leveling, surface course and 24" stop bars. Time allotted for completion of work is sixty (60) calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract.

Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond.

FUNDING SOURCES and

PAYMENT Funding is to be provided by GDOT-LMIG and the City of Millen. Payment to the Contractor shall be made monthly on a unit price basis.

RIGHTSOwner reserves the right to reject any or all Bids and to waive informalities, including without limitation, the rights to reject any or all nonconforming, non-responsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
