County to investigate consolidation
Consolidation of city and county governments is a subject the Jenkins County Commissioners want to investigate further. During the Tuesday, Aug. 5, meeting of the commissioners, Chairman James Henry reported that he had contacted the Rural Development Center concerning the possibility of securing a grant to conduct a feasibility study on the matter. The study would determine the financial savings and impact on taxpayers, he said.
While the commissioners were receptive to a recent request from a local citizen asking that they consider consolidation, Chairman Henry commented, "We need a lot more information."
He also noted that he had re- ceived comments from local citizens both "for" and "against" the idea.
The commissioner also agreed to "investigate" the possibility of developing a Dress Ordinance that would give law enforcement the authority to ticket a person wearing "baggy" pants resulting in the display of their underwear in public. Commissioner Tommy Lane noted that Waynesboro police had taken a similar action under state laws that were already in place. Lane was asked to contact the local school system to determine how school officials handle the matter.
Claire Russell of the Homeplace Adult Day Care center presented the commissioners with an appreciation award for allowing the center to operate at the Senior Citizens Center. She also noted that the program had grown to the point that the organization was now relocating to Walnut Street.
"You have created jobs and enabled senior citizens to stay in the county that might not have otherwise been able to do so," she commented, noting that the day care center also had patrons from surrounding counties.
Other actions taken by the commissioners included the following:
• Denied a request from a local resident seeking the waiver of solid waste fees;
• Approved a request from Blanchard Calhoun Realty to waive the rental fee on the Senior Citizens Center building for the purpose of allowing the company to provide information concerning home buyers market and financing options, provided no sale pitches were made by the company;
• Approved a $5,000 expenditure to Hulsey, McCormick and Wallace Inc. for engineering consultation fees concerning the landfill;
• Approved a $26,900 contract with the auditing firm of Jones, Jones, Davis and Associates;
• Approved a bid to provide employee health insurance from Blue Cross/Blue Shield;
• Approved an agreement with the South Jenkins District 6 Volunteer Fire Department, subject to review by the county attorney; and
• Approved a called meeting for 6 p.m. Aug. 19 to officially adopt the millage rate for fiscal year 2008-2009.
