The Chatter Box

By Deborah Bennett

I came across a bit of “interesting” information recently that I would like to share.

It seems that on July 1, 1862 President Abraham Lincoln signed the first income tax bill, levying a 3% income tax on annual incomes of $600-$10,000 and a 5% tax on incomes over $10,000. Also, on this day the Bureau of Internal Revenue was established by an Act of Congress.

I also thought it interesting that these two significant, history-changing, actions for our nation occurred during the Civil War, 1861-1865. I guess, despite the upheaval at the time, “business as usual” also still occurred – much like today. Despite the almost daily news reports of shootings, terrorists attacks, political chaos, kidnappings, weather-related disasters, stock market uncertainty, etc., “business as usual” still occurs – within our homes, work places, cities, country and nations around the world.

We hear, see and, at times, even experience the unrest in the world. But, also, at the same time, we feel safe, clothed in our cocoons of familiarity, surrounded by family, friends and neighbors. And that is how we cope with the world’s chaos.

I’m sure President Lincoln had other more pressing matters on his mind when he signed that Income Tax bill into law amid a Civil War in the nation. He may have even wondered, “What’s the point?” with a nation turned against itself. But he obviously also saw a future for our nation, beyond the current events of his time.

I hope that is what we can focus on as a nation – the future – a time beyond the current chaos. Let’s envision it and work toward it. Let’s also hope our next president, whoever it may be, has just a little of President Lincoln’s wisdom.
