Implementing a new program that will serve the entire system requires careful consideration before being implemented. A major disadvantage for small school systems is the lack of resources, human and fiscal, that are needed to develop and implement new programs. One solution for this program in Jenkins County has been the development of the Teacher Leader Network. Developing a locally designed leadership program for teachers takes vision, energy, patience, and determination.

The Jenkins County Teacher Leader Network was developed as a leadership model that distributes leadership throughout the system and produces positive outcomes. These outcomes include: improving the culture of the system, increasing the commitment of staff, obtaining overall stakeholder buy-in of a common mission, and grow- ing our own future school and system leaders. For JCSS, the Teacher Leader Network provides the additional leadership personnel needed to expand our professional learning, new teacher induction, parent and family engagement, and instructional technology programs. Training teacher leaders to manage the organizational change that develops when personnel changes occur is an important component of the work of our teacher leaders.

With the Jenkins County Teacher Leader Network, part of this process has been to validate the roles of the teacher leaders within the system. One way this has been done is by developing written roles and responsibilities but allowing these roles and responsibilities to be flexible, based on the changing needs of the system. An example of this is the incorporation of teacher leaders as part of the new state and federal professional learning requirements. By establishing teacher leaders as the facilitators for the system’s professional learning communities, the teacher leaders become a vital part of the system’s ongoing improvement work.

Sustaining the work that supports academic improvement is an ongoing consideration for all school systems. Continuing to value teacher leaders and assigning training and work opportunities, specific to their roles within the system, is an effective way for JCSS to ensure that effective organizational change will be sustained and future leaders will be ready to guide the system in this work.
